News Release    WODC   Christmas tree recycling

West Oxfordshire District Council is encouraging residents to recycle their real Christmas trees.
Householders already signed up for garden waste collections can simply put them out on their next scheduled garden collection when the service re-starts from Wednesday 9 January. Trees should be cut up and placed inside their licensed garden bin.

If your garden waste bin is full, please leave your cut up tree next to your full bin for collection. Trees larger than 90cm / 3ft should be cut up into manageable pieces before putting out.

 Anyone that is not a garden waste customer can take their tree along to the nearest waste and recycling centre (council tip).

Your priorities for West Oxfordshire’s budget

West Oxfordshire District Council is asking for views as to how it should prioritise its budget spend for next year.

The Council is currently preparing its annual budget for 2019-20 and is consulting on proposals to increase council tax by an annual average of £5.
Cllr Toby Morris, our Cabinet Member for Resources, said “Local government continues to face financial pressures as a result of changes to central government funding and so it’s vital to review our spending each year. 
“We’re proposing an average annual council tax increase of £5 for residents and this will help to protect frontline services and allow us to continue to offer free parking and award grants to support work done by voluntary organisations.
“Our proposed increase is minimised because of shared working with Cotswold, Cheltenham and Forest of Dean councils. Working together under the new local authority-owned company, Publica, is proving extremely beneficial.”

Garden waste collections are suspended over the festive period (25 December – 8 January) so crews can concentrate on picking up extra waste and recycling over Christmas and New Year.

Missed bin collections

If your bin is not collected as scheduled, please report it direct to our contractors via our website.
Extra recycling during the festive period
* Extra recycling can be:
* Put out in your black boxes, open cardboard boxes, or clear bags next to your blue-lidded bin on your recycling collection day.
* Taken to local recycling banks or to a household waste recycling.
* Glass must be separated and put in a black recycling box.
* Additional food waste can be put in your kitchen caddy and left beside your outside food waste bin.

Christmas tree recycling

From Wednesday 9 January, garden waste customers can recycle their real Christmas trees, holly, ivy and mistletoe. Please cut up and place inside your licensed garden bin, remembering to remove decorations, pots, wire etc.
Residents who are not signed up to our garden waste service can take their trees to the nearest waste recycling centre at no charge. (See below).
Waste recycling centres (tips)

These are closed on Christmas Day, Boxing Day and New Year’s Day, and close early at 3pm on Christmas Eve and New Year’s Eve. All other days they are open as normal from 8am until 5pm. For more details see: www.oxfordshire.gov.uk/waste

Survey On An Increase In Council Tax To Help Protect Operational Policing Is Launched by Thames Valley Police

The Police and Crime Commissioner (PCC) for Thames Valley, Anthony Stansfeld, has launched a survey seeking the public view on an increase in the police element of the council tax by £2 a month* 

On Thursday 13 December the Home Secretary announced the provisional police funding settlement for 2019/20. In response to the exceptional operational demands on the police, particularly in areas such as Thames Valley, the Government is increasing the funding available to PCCs by up to £813 million. However, this is provided all PCCs increase the police portion of the council tax by £2 a month or £24 a year (equivalent for a Band D property), which, collectively, will raise £509 million of the £813 million increase in funding. 

Anthony Stansfeld said: “The Thames Valley Police budget has been cut by £101 million over the last eight years which has resulted in significant cuts to police officer and staff numbers. This year the Government has encouraged all PCCs to raise the policing element of the council tax precept for all households. To prevent further damaging cuts to policing and restore some important frontline policing capability I would like to make use of this Government advice and raise the council tax precept accordingly.

“Demand on police forces nationally has risen significantly in the last year as a result of an increase in non-crime business, higher crime numbers, the increasing complexity of crime, and the increasing reach of criminals both physically and via technology. Throughout this Thames Valley Police has been efficient and effective but having already faced significant cuts since 2010/11 the process of identifying new cash savings is becoming ever more challenging. However, we are committed to making policing even more efficient and have already identified over £4m of new savings in 2019/20.

“My focus for the future continues to be on delivering strong neighbourhood policing for all of the communities across the Thames Valley whilst addressing the serious threats and hardship posed by criminals. With this in mind the extra cash generated from the proposed increase in council tax will be spent on operational policing. The draft budget for 2019/20 includes additional funding to increase local frontline policing, recruit more investigators and improve contact management with the aim to reduce call waiting times on 101 calls.”

WODC urge revellers to check their cab

With the Christmas party season in full swing, residents are being warned to stay safe and check their taxi is safe and legal.  
Customers are being urged to look out for the Council’s licence plate on the back of vehicles and check the driver’s identity badge before getting into them.  
Cllr Norman MacRae MBE, Cabinet Member for Licensing, said: “We need to get the message across that people should not risk their lives by using unlicensed vehicles because they may appear to be cheaper.  
“Drivers of these vehicles have not been through the police check and regular medicals demanded by the Council’s licensing rules. The vehicles are not insured to carry passengers and have not undergone the required stringent mechanical checks.”

A helping hand with recycling festive waste …

West Oxfordshire District Council will collect extra recyclable waste during the festive period.
Additional recycling must be in either black recycling boxes, open cardboard boxes or clear bags and put out alongside the recycling wheelie bin. However, for safety reasons, glass bottles and jars should only be placed in a black box.
Indoor food caddies can also be left out for collection alongside outdoor food waste bins.
Cllr Steve Good, Cabinet Member for the Environment said, “The festive period is a particularly busy time for our waste collection teams, but we want to do all we can to support residents who are keen to recycle.”

Grant applications open for community projects

Grant funding that supports the important work done by local community and voluntary groups in West Oxfordshire, is now open for 2019-20 applications.
West Oxfordshire District Council’s Community Revenue Grant offers a cash boost to a range of projects and activities that benefit its residents, for example, helping to meet expenditure and covering on-going running costs such as staffing and administration.
Cllr Jeanette Baker, Cabinet Member responsible for grants, said: “Our District has long benefited from having a strong and thriving voluntary and community sector and our grant support recognises the important role they play.”   
Grants are awarded to support a diverse range of activity from environmental work through to volunteer activity. Their work must support the Council’s own priorities.
Two schemes that benefitted from a Community Revenue Grant last year are the Lower Windrush Valley Project (LWVP) and Volunteer Link Up.
The LWVP works closely with mineral operators, landowners and the local community to co-ordinate a range of nature conservation, land management and public access initiatives throughout the valley.
Volunteer Link Up maintains a Good Neighbour Scheme which helps residents continue to live independently. The charity also operates a befriending scheme and sources volunteers to help other West Oxfordshire charities.

Making the most of festive food

With so much food waste generated over the festive season, West Oxfordshire District Council is helping residents recycle more by providing additional food waste containers, as well as encouraging a greater take-up of the service.  Anyone wanting an extra food waste container can collect one directly from the Council’s Town Centre Shop in Witney, Guildhall, Chipping Norton and Town Hall, Carterton.

 Food bin liners or recycling boxes can also be picked up for free.

 Cllr Steve Good, Cabinet Member for Environment said, “Sadly an astonishing amount of food is wasted at Christmas, rather than reused or recycled. 

“Recycled food is put to good use generating electricity and liquid fertiliser for farmland, which is why we are so keen to encourage more people to use our weekly collection service, rather than placing their unwanted food in the household rubbish wheelie bins.
 “Anyone wanting to take up the service or needing additional food waste containers can pick up a caddy or food bin directly from us so that they have them in time for Christmas. Remember that turkey carcasses, vegetable and fruit peelings can all be recycled as food waste.”

 Official figures from WRAP (www.wrap.org.uk/food-drink) estimates that £810 worth of food is thrown away by the average UK family each year.

Dreaming of a green Christmas… Oxfordshire County Council can help make your wish come true

Dreaming of a green Christmas? Residents are being given some simple tips by Oxfordshire County Council to help reduce the environmental impact of festive waste.
 Christmas is a busy time for Oxfordshire’s bins – residents generate nearly 2,500 extra tonnes of waste over the festive period – that’s the same weight as 400 elephants... or around 25,000 reindeers!

 Oxfordshire County Council provides services that enhance quality of life in the community and protects the local environment.

 Its Waste Recycling team works on initiatives to reduce waste and encourages recycling. It manages the treatment and processing of household waste collected by district councils. Oxfordshire has seven Household Waste Recycling Centres (HWRCs):

 From turkey to sprouts, the county council encourages residents to put anything that can’t be eaten into their food caddy for recycling.

 Bones, dairy products, vegetable peelings and all other cooked and uncooked food can be recycled; used to generate electricity for 9,000 homes and fertiliser for local farms.

 Unwanted presents can also be given a new home through the county council’s Reuse scheme at all the Household Waste Recycling Centres (HWRC). This includes the newly launched scheme at Dix Pit, near Witney. Before placing reusable items into the skips, speak to a member of staff for advice.

 Oxfordshire County Council’s top-tips, to help reduce waste and recycle more during the festive period, are part of its Thriving Communities initiative. They include:

 Buying charity gifts or vouchers for events or experiences. They come without any packaging.
 Buying your new outfit for a Christmas party from a charity shop, and returning it afterwards. This will save you money, you’ll be supporting a good cause, and avoid the need to throw away a garment you might never wear again.
 Many shop-bought decorations come with lots of non-recyclable packing and will have travelled thousands of miles. Why not make your own? There are plenty of online tips for anyone who isn’t an arty-type.
 Home-made cards and presents are much more personal, so keep the Christmas ribbons, paper and cards you receive this year and re-use them next year as gift tags, or make them into cards again.
 Look out for Christmas trees that can be replanted, but if yours can’t, take it to any recycling centre so it can be composted.
 Artificial Christmas trees that need a new home can be donated to a charity shop, or if no longer in good condition, can be taken to a Household Waste Recycling Centre.
 If your recycling bin is struggling to cope with all the extra bottles, cardboard, plastic and paper, put any that can’t fit into the bin in a clear plastic sack or cardboard box. Place it next to your bin on collection day.
 Don’t forget that your bin collection day might change due to the bank holidays. Check with your district council to make sure you don’t miss it!

 The HWRCs will close at 3pm on Christmas Eve and New Year’s Eve and be closed on Christmas Day, Boxing Day and New year’s Day. Otherwise they will be open as normal from 8am-5pm.

 Becky Kenton-Lake, from Oxfordshire County Council’s Waste Recycling team, said:

 “More and more people tell us they are planning to have a ‘greener’ Christmas this year, so we hope these tips will be useful and help to reduce the huge amount of extra waste generated during the festive period. 

“Reducing how much we throw away and recycling food that can’t be eaten are some of the easiest things we can all do to help the environment.”
